I think of the principle lineup Cell has the most striking visual style but his fights are some of the weakest.

Most of his fights save Goku are the building up the drama kind and the satisfying breakdowns after.

I don't find the defeats particularly satisfying in any instance, besides Imperfect/Semi-Perfect's uses of solar flare or SS2 Gohan making him puke up 18 being pretty hilarious.
Vegeta pummeling him was great after everything that came before. The first time it was that one sided, making it have all the more impact. And I was on the edge of my seat, really, all the way from 17 and Piccolo's fight to his final form. The tension of whether or not he'd succeed. How he went from the underdog sneaking around tactically to outsmarting everyone to become a real threat.

I mean they wouldn't establish that he can evolve if he wasn't going to become Perfect.
It does have all the power ups, drama, etc, bit with an extra coating of Dumb Shit, like absolutely everything involving Gotenks for example, or the fact that the absolute highest level fight in the entire canon series prior to the Super Era is between a bubblegum genie and a talking jawbreaker.
