You actually know very little about how much effort is or isn't put in it, only that you don't like the result. Imo the bigger problem is that they don't have much time to create since players demand content or they won't pay anymore.

Effort needed to cobble together a plot out of some of Nasu's hanging lore threads and filling the gaps with riveting Senpai-tier dialogue vs the effort required to write a new setting, gee this is a stumper. And that's regarding the main plot and not the myriad quests/events/whatever you call them that are just month-long advertisements.
