His original name is weird to begin with, but there's certainly a reason for the name Matou Zouken to be a bit odd at least.

Yes, but while the Japanese names are chuuni and probably no one who knows Japanese well would ever want to subject their children to having such names, or having them written out in such a manner, I never got the feeling they were pure foreign gibberish.
Many of the non-Japanese names, on the other hand, do feel like gibberish randomly mashed together.
To use an example of foreign gibberish, imagine if I wrote a Japanese character and then said their name was Ching Chong Hyuk-Le or something.
Something is a little wrong there I'd say.
Fate, though perhaps an issue of all VNs(?), has a distinction of people being almost proud that they have never ever looked at the original source material. That they're proud of not doing research.
I remember reading a Fate crossover where the author tried to write both sides of the crossover without having even looked at either's source material. He literally tried to base what he knew, off of fanfiction.

They used to write foreign name using Kanjis that make them may or may not sound dumb and rubberish in the first place so no surprise here. Back then the katakana characters were not created so they went with full Kanji that when put next to each other sounds (mostly in onyomi reading) kinda similar to the pronunciation of those foreign words, which the Chinese still use nowadays. Examples:
Nero is 尼祿 which is "nun" and "reward" put next to each other, another meaning for 尼 is slut btw.
Gilgamesh is 吉爾伽美什 which is "joy", "you", "nurse", "beautiful", "10" put next to each other.
Cu Chulainn is 庫 夫林 which is warehouse husband forest.
Medusa is 美杜莎 which is beautiful wood sedge.
Jeanne d'Arc is 貞德 which is righteous/chastity virtue (it actuall fits her, holy shit)
...and many more. Like if you just look up the names of non-JP and non-Chinese servants in Chinese then try to translate those kanjis you're in for a fun time.
With that history, I'm not surprised they made gibberish foreign names and think it sounds cool.
I would be joyful too if I had 10 beautiful nurses around.
I don't know if Nasu uses different kanji than usual for them, but I was under the impression that Rin, Shirou, Sakura, Shinji, Issei and Taiga were normal-enough names.

Nah tiger is tora, it's actually 大河 (big river). It just sounds similar to タイガー (tiger) so you get the pun by the others.

Haven't really read Durarara or Baccano, nor really any of his other original works. Does he have black characters? Or is it the white characters that are named in a racist manner?

Baccano does have quite a lot of wackily named characters (Jacuzzi Splot is a particularly good one) but I can't recall anything "racist". Durarara has a black guy who speaks broken English, but he's actually very intelligent (also Russian) and only uses that as an act to attract customers.
