Ignoring the fact that since the grail war he competed in apocrypha didn't take place in Fuyuki a billion different things would've gone different yet in both timelines kayneth gets the exact same catalyst, gets it stolen by waver, kayneth dies, waver becomes lord el melloi, waver makes a mercury golem.
Ignoring the fact that the iskander catalyst probably would've been hoarded in the apoc timeline.
Basically it tugs at belief when there is what 60+ years of butterfly effects yet all this occurs.

Consider that souls and fate exist and the world is literally alive and pruning timelines to keep them nice and tidy. The biggest deviation you're likely to see with Waver is a world where he's a cute girl.

Its not that weird if you take into account that timeline that went too differently got pruned to conserve energy.
Maybe its not that Waver existence and fate is sealed.
Maube its just that timelines where things shifts too far enough from the main branch of "Waver becoming El Melloi II" got pruned by the world so we dodnt get to see it.

Consider that if fate was followed to the letter in all fate timelines there would be like literally no difference in any timeline.
Except fate can be defied.
I doubt anyone as insignificant as waver in the worlds view has a big 'fate' or anything.
Aren't timelines evaluated on 'stability and stagnation' IIRC? You'd think that the world would be more concerned with things like the fucking grail than some random mage.
Also on the topic of timeline pruning, I fucking hate it and it's stupid and it makes no sense if you put any form of realistic look to it.
