In Fuyuki I could quite easily see it forming itself from the rumors of:
a) a giant sea monster
b) a mysterious foreigner in fabulous clothes
c) a dragon that sleeps under Ryoudo lake (Avenger?)
Regardless of who it manifests that is pretty bad news.
Weren't there some pretty bad news rumors in Hollow Ataraxia, since Ataraxia is based on things that can happen those rumors can possibly be spread in which case you would get the appropriate event.
The Clock Tower I imagine has defenses against that kind of thing (magi getting fearful over gossip, please, how not jaded do you think they are).
