You go to the link specified at the very end of the rulebook, and then you use that as a base. The rulebook tells you what to do. It's in the master post.

The most popular stat to max is SKL (hue), and the most common dump stat is STR.
The most popular ESP style by far is Finesse, with Resistance being roughly half of that and Power at two.
Most people either do 2 combat perks 1 social or the other way around. The most popular perks are Diamond in the Rough andRulesFreak of Nature. I'm not gonna talk about the 2 PP perks because they're pretty whatever.
