Kondo said this will be the last game in the Erebonian Arc. He intended to have it end as a trilogy, but as you can see it was obviously too voluminous and grand in scale.
They could have gone with the preset title they had at the end of Sen III, although it may have been misleading for the entirety of the series. The new title just sounds weird to me.

Unless I missed an interview somewhere, then that's never come up. What has come up is that the 1st Sen game was supposed to encompass the Sen I & II games we know today as a single game. What happened is due to the constraints of the PS Vita, it was too much so they had to split the original game as two titles. Now that they dropped the Vita and went ahead with the PS4, they're no longer limited by the restrictions of the handheld. And moving the game to the PS4 was for making localization easier internationally.
They could've crammed the entire last half of the story into Sen III, but by their own decision and not production issues they decided to split it. Omgfloofy said it herself on the last stream, that one of the reasons they may have split it was because of "theater fatigue." After a certain point in a movie/story, you get exhausted and need to catch a break.
