I don't think persay that Chiron is smarter than Diarmuid, tho he certainly has more wisdom and knowledge but Diarmuid has demonstrated to have a keen strategic mind. No I would say that Chiron understands people than Diarmuid does tho, or to be more process Chiron understanding of people probably surpasses a lot of people outside of those like Gil or Hans tho certainly isn't as jerkish as those two. Diarmuid tho sticks to a code of conduct and honor that means more to him then his life, while Chiron also follows a sort of code tho not as a warrior but as a teacher and that influences the actions he has with others.

Ruler, in the first place Amakusa was never really that famous for his swordmanship, or even at all. What he was special for was him claiming to be like the next messiah and leading a revolution for the great persecution his people suffered.

so, he still have the Samurai look if you summon him as Ruler. I would say then that the priest look was always part of his masquerade, but he already was like that while being with Einzbern lady
