Charlemagne's empire effectively ended 70 years after his death. The later Empire was a successor state that used the name because that's what you do when you want to assert your dominance over everyone else in Europe.
Still makes Charlemagne a more functional ruler than both Saber and Iskandar though.

Crammed most of Ch 4 of Vol 1 in the first half~3/4 and the rest was Homunculus shenanigans. 90% of things were glossed over, though they got the point across, so I don't think it really matters.
