Fujou was asleep, Fujino was out for vengeance, Araya just wants to reach the root and let people be people, #6 was a merc, and Bomberman was a defeatist. Whats-her-name was selling her classmates in the sextrade. Lio maybe, but he had a supernatural reason driving him to his worst. She was just a natural shit.

Started Legend of the Galactic Heroes (14/07/23), pray for me.
I'd say Cornelius is without a doubt the worst, morally speaking. He's motivated mostly by petty jealousy and egotism rather then personal trauma or idealism like a lot of the other villains, plus a lot of his actions (such as torturing Mikiya Clockwork Orange-style) are just out-and-out sadistic. "Needing to get laid" is not really an adequate excuse, or else it's one a lot of rapists would be using.
Second worst is probably Lio who beats him out in outright bloodthirstiness, though Lio at least has some degree of insanity, depression and a fucked-up Origin to excuse his actions. (Though canonically, he chose to surrender himself to his Origin and so is at least somewhat responsible for his actions afterward)
Take my words with a hefty grain of salt since I'm by far the least familiar regarding Kara No Kyoukai compared to other parts of the Type-Moon franchise. This is just the opinion I've formed going by what I've heard of those characters.
look if you don't want to punch Mikiya multiple times in the story then there's legitimately something wrong with you
although Enjou sorta upstages him in the need-to-punch area during 5
And while it was made partially in jest, Cornelius actually has less outright villainy attributed to him than the majority of them because at no point in the story does he actually kill anyone besides sort-of Touko, which itself is "lol magus morals"
