If anyone is having trouble with the use Ursula to kill a level 40 Ursula
Ursula is level 40 in 9-3 Lunatic, if you beat her with Ursula it counts and you don't have to worry about losing units, you can also punk her on normal with Anna for the other quest.

Owl tome looks worse than Blade tome
She seems a bit like a mage version of Roy (except better, because of her unique skills), just like him she wants to be attacked first if it's a ranged enemy. Although she could use a healer as well.

You don't have to. Just use any Falchion wieldier with Reciprocal Aid and Renewal
Of course Owl tome is worse than Blade tome. But they're trying to give Spur builds the pieces they need to be a thing. But they made the same mistake with the Owl that they did with Spur, which is that it requires units right next to the user. Should've made it like Goad and allow within 2 spaces. But I guess that's why you get x2 per unit instead of x1.
That said, pending stats, I don't see any of these new units being that great. Playable, sure, but outside of Wrathful Staff none of the new skills scream to be abused.
Considering that healers lack any offensive specials, I don't see them became new meta anyway.
(Wouldn't mind get few wrathful staffs regardless)

I don't think most healers have the attack to do any real damage with wrathful staff without assault

Only Elise and Priscilla really have a chance due to Horse Emblem buffs. But Lachesis and Lucius (32 base attack, tied with Elise as highest base for healers) can put a hurt on people if you really wanted a dedicated healer who could toss out serious chip damage.
Also Healers cannot learn any offensive A slot or offensive Specials, so no they're still pretty shit aside from Elise/Priscilla in Horse but they are both too rare compared to just running Reinhardt/Ursula/Cecilia and calling it a day
So in the end Wrathful Staff is not as good as most people think
