He's fine as a character. What he lacks in the "Fate" route is a character arc, hence why he's less engaging than in the other routes.

He has a character arc, if just for his interaction with saber. It just isn't very compelling and doesn't go as far as people would want.
I disagree with the compelling part. I think his interaction with Saber overall is incredibly deep and compelling when you pick it apart and dig a little bit. The two are so similar its like a struggle with himself practically. To me Saber in Fate plays the role Archer does in Unlimited Blade Works, just less antagonistic "your wrong I'm gonna kill you" and more intimate and protective "your doing it wrong".

And back on topic of Fate Shirou. He's fine as long as he has Saber as a secondary protag. There have been a lot of stories where two characters make a compelling story instead of just one character going through a journey.
Take Shakespeare's Romeo and Juliet for example. Would people honestly think about the damn thing if the point of view is only from Romeo's perspective?
Shirou's lack of character arc in Fate route is intentional, it's supposed to just lay down his character without going deep into it, just hinting that he's fucked up.
Cause it's an intro and not a standalone story.
