IIRC Caster Cu's one and only rate-up was for the first anniversary, during the Fuyuki gacha.

He's been in all the Caster gachas though, those have all the story locks. Except the first set of class gachas excluded Bedivere, because 2016 was the year of "You must whale like Reiu did if you want NP5 Bedi!"
