Since the global version of F/GO is really just the US version, you won't be able to buy Quartz with Google Play cards in the EU. Even if the ingame-prices are displayed in Euros, Google Play will refuse to complete the transaction since it does not "support this currency".
Your best bet is probably Paypal. If you're wary about using your credit card, or don't have one, you can still use Paypal as a prepaid card by transferring money from your bank account to your Paypal account.
