I know this might sound insane but i think I'm going to skip out on rolling to do a two hundred pull (that is pulling two hundred total cards) from the story summon. I keep looking at it and honestly, as much as rate up is a thing there are exceedingly useful characters and CE in the story.

Bad idea mate. There are useful cards but there are even more worthless 4-5 stars that aren’t even worth rolling. If you don’t have a rate up then even if you roll a five star CE for example, it’s just as much chance of being a zouken as it has of being a zelretch. If you are spending big, at least get some of the odds lining up your way

Only thing worth rolling to try and get from story banner is Kaleidoscope since it's never on rate up, but there are some regular banners that don't have rate up SSR CEs anyway so up to you.

Well, that’s somewhat interpretive to each person, but I got a waiver in my cupboard right now who will tell you that some servants don’t get used in my neck of the woods

Various reasons. In my case, it’s because you’ve taken the joke too far and I can’t find it funny anymore because I’m actually starting to empathize with your Servants.

The first other reason I can think of is because the people here who don’t have certain Servants and would like to have them feel that you’re squandering your good luck. This is probably especially true for people who want Waver or Ozy.

Oh, right, there’s also the fact that Robin Hood, Vanilla Cú Chulainn and Kintoki Rider are just top-tier Servants and it hurts to see someone not using them when they’re so available.

Assuming you mean regular old vanilla Saber Artoria, you don't have to summon in story gacha. She's not storylocked, she can literally appear whenever she feels like it.

I don't, if only because I want to see how far that conviction goes before it cracks. I know I would at least be tempted, Waver is just too frikkin useful to ignore. And Ozzy can do a surprisingly good impression of a multitool when you skill him properly; he crits, he deals damage, he boosts attack/lowers defense, he NP seals, he charges everyone's NP and negates bullshit RNG's...

Arturia yes Death, Saber, as in the adorable blue and gold badass. But while I'm aware she isn't story locked I'm also making considerations for gorgon and caster Cu who are locked, i need avengers and rulers of which i have none, plus i got Alter earlier and rolling story could lead to me getting her a greater np.
