It just occurred to me that since you already used Dracula as an example, Castlevania II would be the closest parallel here.
As in that game Simon Belmont was trying to bring back Dracula so he could kill him "for good" (even though of course he comes back in later installments), much as Charioce was with Bahamut. Though Simon is still superior to Charioce since he (as far as I know? It's been literally forever since I last played that game) didn't hurt or kill any innocent people in his quest to re-kill Dracula.
Yeah, if Charioce wanted to consolidate power to fight Bahamut, he should have first tried to explain to the people that he needs power to fight Bahamut. Unless, of course, he did try to explain, but no one believed him. In that particular case, the people would be in the wrong.
The thing is they had no reason to hasten Bahamut's revival at all. He was going to come back eventually anyway, and when he does they have a perfectly good magical superweapon to try and kill him with. Trying to hasten the process only made sense in the context of Charioce's selfish desire to personally avenge his mother's death, not protecting the world.
Made in Abyss is really too good, I feel spoiled by it airing; I was skeptical with the first few episodes (and, in fact, the first episode really didn't catch my interest and I nearly dropped the show), but by the end it managed to heft a lot more emotional weight than most anything that's aired recently. The whole ending sequence was particularly great, especially in how ridiculously gorgeous that art looked. It felt like an actual proper film.

The only way Charioce's scheme could've been at all justifiable was if he had found out that Bahamut was going to revive earlier then expected for some reason and none of the gods or demons listened to him. Then there'd be a real sense of urgency and his overtly heinous actions (like using slave-labor to power Dromos) would be more sympathetic as those of somebody desperate to stave off humanity's annihilation by whatever it takes. As is he just comes off an impulsive prick, who's so eager on showing off his awesome new weapon and avenging his dead mommy as soon as possible that he's willing to kill and enslave literally millions of people.
Oh wow, that finale of Made In Abyss was awesome. Cute moments, tragic moments, horrifying moments, tearjerking moments and heartwarming moments all combined together in a single drop dead gorgeous package. The scenery for the ending montage when we were following the balloon package up through the abyss was absolutely stunning. (Speaking of which, who bets that package was some kind of memoriam for Mitty?)
Overall I think Made In Abyss is without a doubt the best anime of this season. Re:Creators and Rage Of Bahamut: Virgin Soul come in close second but they both became increasingly bogged down with problems in the latter half of their run, whereas Made In Abyss if anything only got better the further it went.
I only wish we can get a second season to see Bondrewd get his ass kicked... (Seriously, in a show where the world 'irredeemable' is tossed around so casually, he's one of the few to truly earn it)

So I just realized that Bahamut's plot is just a fantasy version of the Tekken 6 story. A rich kid starts a world war in order to awaken an evil that would have slept for millennia otherwise, so that they can kill it themselves, without letting anyone else of influence know about the plan beforehand, despite that clearing up so many issues. Charioce is Jin Kazuma. Only with inferior gloves.

Chronos Ruler Episode 10: The Horolog that ate Victor's time is behind everything. It ate so much time it actually gained a ego of it's own and took on a human form. It's been eating the time of the town itself, manipulating it to carry out it's cruel experiments on Victor's family. The worst part is, the Horolog can't even comprehend how cruel it's being. It doesn't understand human beings at all, which is why it's doing the experiments in the first place. This show has been fun, but I felt it went a bit too fast. The only thing I can do is read the manga and see if this was a good adaptation of it when the show ends.
