If you're asking specifically what Purger weaponry does, basically it binds the Monochrome strain to whereever it has, as long as it's lodged within the body. This disables an Esper's power in said area, and if it hits the Core, then it completely shuts down the system, which may be fatal.

For example, getting a Purger blade stuck in your left arm makes you unable to channel your Strains from there. If you don't have any Strains there, than its nothing more than a blade lodged in your arm.

I suppose I should clarify now, the subfactions listed in the rulebooks are examples, not the only ones you can take, and also not the only subfactions of said major faction that will appear in-game. If you find that belonging to a different organization other than what's listed is more fitting for your character, you are encouraged to make your own.

I should probably create a more personalized subfaction so that my character can be a part of something more suited to his personality. Also, now that I know I don't have to double up to have the same power over two body parts, I should probably remove the second [redacted] and [redacted] substrains and just set them to be on [redacted].
