There's far less money in selling a game for a single cost than making it cost money to play AND cost money to obtain new Servants. Using Kancolle Arcade as an example, it costs 100 Yen per construction.

So it will be a card-scan based system! A small pool to start, but with how many characters/cards other card-based arcade games release I can't imagine TM would want to pass up on that market.

E: So seems like however the card loading will work, you'll basically load in a servant and a CE to go with it to play. It also describes the servants' roles in FGO and how that carries over to Arcade:
Nero: has good combat capabilities and buffs in FGO, and she fights as brilliantly in Arcade
Herc: his perseverance (GH) is to carry over to the game
Atalanta: More suited to supporting the party in FGO, and it's the same for Arcade
Mashu: Specialized for defense, and it's the same in Arcade
Cu: has avoidance and healing skills, and runes and shit
Kiyo: high ME and strong NP in FGO, but her role for Arcade is yet to be decided
Location test to be held this winter as well, but that might've been mentioned before
