If you like her design, that's perfectly civilized, but there's quite clearly not much in the way of unrealized potential to anything.

There's literally infinite potential precisely because we saw almost nothing about her. She could have been anything; a hardass commander, an active combatant, a heroic sacrifice (one with actual meaning rather than a throwaway "this villain is evil" one... those are just examples, of course. The crux of the matter is conservation of detail, or Checkov's Gunman for the users of a certain cursed website: If you dedicate the time and effort to create a character, that character should have an important or at least noticeable impact on the plot.

I mean we already saw that she's a tsundere Rinji who goes hard on people to make sure they don't die and puts up a strong front while depending emotionally heavily on key people.

Killing her off establishes stakes and emphasizes your lack of backup from the standard authorities. It's an effective moment for the start of the story. Besides, Matt already got poofed back to life. Any more instances of humans coming back from the grave and death starts to become DBZ or Bleach trivial, which is terrible for a story.
