    IIRC, before that Saber states that she herself was surprised at how weak Archer was.

    More like Archer's arm was actualized by Shirou's awesomness and improved a few functions to almost match Shirou. Then Shirou let the arm do the job, because it was asking him to let it kill Zerker using the mystic eyes of the sad puppy (yep, the GARm can use the mystic eyes of the Sad Puppy after the actualization)
