I just said "on the level" because I'm not sure whether The World's ability is said extreme slowing down of time or outright time stop. The difference is academic, though.
Isn't "on the level of True Magic" just a meaningless bullshit expression used in the narrative so that the reader knows that X is really awesome?

True Magic is about impossibilities. There are things that are outright more immediately destructive or personally powerful. Aoko with True Magic still isn't necessarily going to be able to fuck up a high tier Servant or such. But she can do something that other's can't.
So, like, I don't think The World is True Magic-esque, it's got better comparisons to Time Alter or such. If it started to, say, absorb time from a parallel dimension...well, now you're getting there.

Most of those things would do literally nothing, given that it isn't a video game. Increasing HP and damage doesn't do jack shit when your opponent can just kill you by chopping your head off.

Well, presumably, increasing HP would somehow make it more difficult for your opponent to chop your head off ("There can be only one!"), especially if using D&D's actual definition of HPs (although I have the impression Nasu uses the term in a JRPG sense).
