Arthur may have the edge in a close up fight because of his stats alone, Avalon should be able to counter Excalibur Proto in normal conditions as far as I know.
But seriously, Regular Arturia as she's Takeuchi's waifu and the TM cash cow. She'd have more plot armour.

He just doesn't get to show off since Manaka's busy being literal perfection during Fragments.
It tastes fine, he just makes way too much.

If I remember right wasn't the first Vol just Manaka basically trying to be Arthur's Shirou. Those scenes were more tedious then SN's to be honest.

She outstats him, and she can Luminosite Eternelle his BPs. He has Eye of the Mind, but she has Revelation. She even kills Gawain in Extella.
She takes it 7 times out of 10.
How good is Jeanne in close combat anyway?
She'd lose to Karna before being able to Command Seal him, but she was also able to singlehandedly hold off Adam until Chiron, Mordred and Sieg were ready to blast it.

Semi-joking answer [2]: Nah, Kenshiro certainly has a technique to cancel regeneration. In fact, I wouldn't be surprised if he had a technique which directly attacked a Servant's spirit core. 'Cause Hokuto Shinken.
Ok, serious answer: while Hokuto Shinken having a technique for every kind of situation under the sun might as well be canon considering how often Kenshiro solves a situation just by knowing the right technique (I mean, its offshoot, Hokuto Ryuken, is pretty much magic in all but name, and it's explicitly weaker than regular Hokuto Shinken!), he's just not on a Servant's level in terms of speed and strength - particularly not a Servant as powerful as Cú Alter seems to be. Alter takes this one, definitely.Even without that, Cu Alter would probably just hit him as hard as possible from the start and with Cu's vastly superior speed and strength I think it's safe to say Cu Alter has got it in the bag.
