Probably only the Einzberns can summon servants outside Fuyuki.

That's because most magi only get their Command Spells upon entering the country. See Waver and Shishigou.
As for the founding three, they would want to use their own leyline to summon the Servant for various reasons

Hm... Will she? Shiki was fast enough to reach Fujino and nearly kill her while "only" losing an arm. Even if Rin isn't as fast as Shiki (something which I'm not so sure of), she has the advantage in terms of range and firepower.
On the other hand, Rin can't see Fujino's powers in action, so depending on the circumstances of the match, she'd probably be killed before being able to react.

Rin sorta has to be within line of sight for Gandr to work, that's not an advantage of range.

Rin doesn't have any speed feats I can think of. Haven't read the LNs for KnK but I can't imagine Fujino would lose.

Oh, sorry, I realised my mistake: I meant a range advantage when compared to Shiki, not Fujino. Basically, she may lose in terms of speed against Shiki, but she doesn't have to expose herself to Fujino like a melee fighter would.

She might have a better chance if she tried exposing herself then if she tried fighting. Fujinon is Stronk.

Which doesn't particularly matter when your opponent can attack you when you're not even nearby.

Seriously in a fight Rin would be better off CQCing Fujino where combat training and experience can top overall firepower.

odds are fujino can't sense killing intent so the optimal strat is you sidle up to her and surprise stomach punch, thus winding her and preventing her from saying 'bend'
