Yes, but she doesn't start the fight at that level, she can be taken out before that.

This isn't like something she didn't have before and then has after, it's inherently part of her makeup to do it. The "development" happens because she's desperate, but, you know, these theoretical versus are battles too. In a fight with Rin, you don't hear people say, "well, her top class gems don't count because she only uses them when she's desperate" or in a fight with Shirou "well barring EMIYA influence he can't even reliably do any kind of magecraft and only ever Caliburns in Fate when desperate, so, you don't count his ability to project a sword."

Shiki finally kills Roa for good with the MEoDP, if KH has them, he should be able to kill Ciel. Even if he can't kill her, I really doubt she can defeat him even if she's using her full armament.
