That's actually implied to be sort of the point, that it's roughly the same thing that Cu does but not exactly what Cu does because what Cu does is pattented by Cu.

Like the animation show she literally get up close to hit you first so she can make you freeze before she charge up her spear, because if she doesn't people will just dodge it as she doesn't have the Reverse Causality effect like Cu, otherwise Cu would have committed Sudoku from being one up by his sensei.

Even if she can stun something from throwing a spear, Ishtar can also dodge that first spear and voila, if you dodge the first she cant hit you with the 2nd because she can't stun you.

I see your point, although are we sure that's not just the out of date animation? Otherwise it's not really a combination of the techniques as opposed to each technique being used in succession...which I suppose is pretty much a combination so point conceded actually.

I believe Ishtar would use his Noble Phantasm in a few minutes of fighting. She destroyed a mountain because it bothered her. kkkkkkkk

His exorbitant amount of Mana (EX) allows her to use her NP several times and there is still Gugalanna. Scathach could use the Gate NP, but it is not functional. Ishtar can get out of range using the interstellar voyage to Venus.

There are different ways for Ishtar to dodge the attacks of Scathach, but what can the Lancer do against Gugalanna's kick and the concept of Venus?
