Yeah the Ops main strength is that there unlimited. If it's near Moscow it's gonna be more dicy. That said, the one catchpoint is that to use the Ops Ivan must be asleep thus out of the fight. So ultimately your just up an army of mooks. If Billy was able to contend with them for hours inside the city Iskandar with his chariot will just be constantly destroying them

Same way Medusa would just destroy Iskander by belle ramming IH because what're the IH goons going to do? They can't handle Pegasus.
As for her fighting IH + Iskander, well that's just vs Iskander really lets be honest. Belle pegsus vs Gordius = just tackle them to win probably, and/or turning Iskander to stone. With Belle Pegasus is probably as strong, if not stronger than Gordius before the pressure of the eyes.
Medusa is strong even if I think she's boring as a char relative to the other F/SN chars.
Kinda, it’s just that Pegasus is inefficient when dealing with groups for long period of time. Uses to much magical energy, or that was the reason stated in HA. The IH soldiers are fodder(except for the generals) but being fodder is good in this situation. Since they will make Medusa go to empty more quickly. The same applies to her Mystic Eyes.
medusa is great at facing down mobs if she’s just using her chains and Blood Temple if she can set it up. Anything more then that drains her to quick.

blood temple can be instant however the range would be small as seen in extella and stuff
The reason why it took so long in SN was she needed to set up wards to extend the range to cover the school, rin was washing out the magical energy, and cos rider's master was shinji she couldn't load that much into it

Your right the best way she can use it is as a mass lifedrain so that should make the burdens she suffers of high cost with her eyes and Pegasus more manageable. So that increases her chances. That said IH is a particularly bad RM to endure through since other then the start up cost it manages it self quite well since it's mana pool is the entire army. Meaning it can last quite longer then a normal RM. Even when it was fighting Gilles Massive Horror which was probably taking out dozens of soldiers per attack it lasted quite the while.
