Cú's Protection from Arrows isn't just either dodging or blocking, though, it's a mystical protection of some sort. That said, EX-Rank vs. B-Rank, so maybe Tell still hits him?
But are Tell's shots above B-Rank?
Caster Cu does have it A rank so maybe that version would fare better?

His aiming skill is different from the strength of his bullet. His NPs are C and C+ respectively. Both mess with causality and will always hit. If by any chance the first hit misses (be it intentional or not), the 2nd hit will follow through right away, conceptually overlap with the first.
So unless PfA passively automatically cancels all form of projectiles, like the HF movie shows, it's very unlikely to be able to dodge both.
Well Cu's luck is shit by servant standards so he won't do well against curse effects/determined fate things so I imagine the NPs will put in work.
But he could always just rune shield them.

Well of course if we're talking Void Shiki, then yes, but regular? Nah.
