The one in "Melty Blood" has them, if I'm not mistaken. At least in the game, can't remember if he shows up in the manga.
He does not have them in Melty Blood. He only ever uses Flash Sheath and Kyokushi.

Isn't Accelerator planet level? I remember seeing quotes of him repel attacks from characters who rearranged the stars with TK and drain the planet's rotation.
Depends on when you catch him. Around his fight with Touma, he can do a lot, but his battle experience isn't quite as great. After his injury, he can do a lot of the same stuff, but he's gimped by being reliant on the Misaka Network and having to turn "on" his connection to the calculation engine, so you can catch him flat footed at lot easier. After awakening, hahaha.
