I think this just stems from the fact that we're told more than once that Scáthach killed a bunch of gods but IIRC we're never told who they were or how strong they might have been.
May or not be power creep on TM's part.

Depends if she taps into her restrained strength or not. If she gives in the blood lust she will be a fair bit harder to deal with.
If Arc goes full ham and stops using 70% of her own power to suppress her bloisthirst then shed be able to deal with two servants fairly handily.
Except the problem in a 1v2 with Arc isn't powerlevels. Two average Servants don't come close to Arc's strength or speed anyway. What they can do is be two of the world's best murderisers and each come at her from a different angle, so the moment she focuses one of them down, the other one murderises her from behind.

Eh... I know she's weakened by a fairly bit in Tsukihime, but - as far as I recall - she never displayed such overwhelming speed and strength against Ciel or Nero Chaos, and she seems to think there's a non-zero chance she'd lose against Aoko - enough that she wouldn't want to fight her in the first place.

She basically instantly wrecks Ciel in the latter's route. Iirc, in the time frame Shiki is supposed to run and come back after changing his mind which must not take longer than a few minutes. (Ciel can manage a defensive battle against average servants) Against Nero, she is further weakened, to the point she can't even manifest her MP and has to rely on claws - still stomps a lot of beasts until Nero attempts to devour her.
As for Aoko, nobody sane would willingly go against a master of destruction.
Arc's total equates to 4 servants. Is that even impressive anymore? I don't see Scat, Enkidu or most top servants having trouble with 4 average ones unless they're the designated jobber for the day.
As far as strength goes arc is about as strong as berserker, except she has actual combat skill, her she i ability is comparable and her MP is as good as or better then most noble phantasms.

Bahsakah strength only goes so far. Battles between servants tend to be about who has the more broken skill/noble phantasm nowadays. Heracles gets by because God Hand is ridiculous along with his strength. Arc has great regeneration too, but she can be knocked out.
MP should be divine spirit+ level authority but it's limited by Arc's imagination and hasn't been used much in practice. Not sure what she could do with it. It's enough to make her top-tier, but Scat and Enkidu have the tools to deal, IMO.

Anyway, what you're saying is that purely in terms of physical prowess, she's on Herakles' level, right - at least at her base 30% level, right? Well, that's top-tier without a doubt, but still within Scáthach's reach, I'd say.
Theres still her passive "I'm always stronger and faster than you not matter what" ability
