I assume that means the fighters using magecraft themselves or making the fight anything other than melee. Kuzuki being able to fight Saber is given as justification for him beating Bazett so Nasu would've had to be talking about buffed Kuzuki.
honestly in my perspective, if we are talking about pure techniques, Kuzuki is formidable even to Bazette.

Buffed Kuzuki beat a first-class Servant in the first fight. Level 15 Bazett can't fight Servants period and even Level 30 Bazett is only able to do it defensively. If we were talking about buffed Kuzuki on the first fight then it wouldn't even be a fight.
It's an example of "wow look how good at the first fight he is" because it's the example we have.
