Depends on which version of both of them you're talking about.
But thanks to them fighting in Foxtail and what happened in FGOxCCC, it's more obvious that Tamamo's Jujutsu, even at rank E (Cat's rank), works on target with A-ranked MR, as Suzuka's MR is A and still get hit by it like nothing.
