It's been quite a while since I read the VN, but didn't Roa have SHIKI's abilities? Including the blood weaponry? Wouldn't that plus false!Mystic Eyes of Death Perception plus vampiric regeneration put him on an equal footing with Kotomine, maybe even superior?

Roa is generally OP as Fuck, Hero!Kotomine is barely comparable to a Garbage-tier Servant.
He almost lost to a half dead drugged up notassassin teen in Tsuki, I'm pretty sure Hero Kotomine can keep up with and wreck that version of roa
except Kirei doesn't have the stupid bullshit hax that is the MEoDP on his side, so Roa can shrug off anything he throws at him.

Roa's regeneration (or maybe that of all Dead Apostles?) is at its peak during the full moon, but it still exists at other times.
Although Kotomine presumably has ways of dealing with that, in addition to the sacrament he used on Zouken.
Normal Church vampire killing stuff is probably perfectly capable of taking Roa out, especially as weak as he is in Tsukihime. What you need hax like Seven or MEoDP for is stopping him from coming back as a baby after.

Ehhhh. Roa was familiar with the Black Keys Ciel tried to j-j-jam in his face, and his reaction to them was basically "lul church scrubs are still using this noob tier shit?" Add that to the fact that he basically rekt Ciel when she tried to take him down, and I don't think Kotomine has much of a chance against the guy.
