There is a couple of things you can say with near certainty. The summons have to be based upon either illusions or reality warping, otherwise sephiroth wouldn’t have needed meteor to blow up the planet.
and again, since sephiroth is arguably the strongest single warrior, you can then also note that f7 people are not inherently continent or planet breakers because sephiroth needed help as well.
so I stand by my previous point. Gil and arc, as people with stats that are close enough to cloud should be able to put up a fight as they could cancel out his strongest attacks. Anyone else would be blown away because even NPs don’t have the raw power of a summon.

On topic though, Cloud can probably be placed comfortably at around small city level in sheer specs, which is a notch above most Servants. Even equating summons with an Excaliblast (which seems to me to be lowballing them quite a bit) he should be able to take this.
It won't be a stomp, though- Artoria's swordsmanship and Instinct should be leagues above his, so she's still in for a fighting chance at least.

Missed that earlier, but all stops unleashed OWA Sephiroth is probably continent or at the very least country level in power. Only reason he needs Meteor is to destroy the whole planet in one go so he can go star-surfing.

I said it was functionally a reality marble. Which it is. It’s drawing an opponent into a seperate area that once invoked automatically triggers a presumably benificial effect.

Ninja'ed, and somehow it's fixed for me now.
Ganon has the triforce of power, and his plans change with every incarnation, as do the mcguffins Link needs to get to actually fight him, the only constant is the master sword.
