Kinda but not the same, from the looks like when he uses his chains he's just using his main NP, Enuma Elish. He doesn't have an inherent value of being better against Divinity.

Also side not but if this is Herk under Illya then he doesn't have Nine Lives then? Since without that he wouldn't have a way to deal with Enkidu's hax regen

Still can Herk do enough to take out Enkidu with his regen though. He probably can with Nine Lives since it's a technique especially designed to deal with constantly regenating foes by just keep hitting them but he can't use it when he was under Illya

Yeah, only non-Berserker Herc can do it, specifically Saber Herc. Speaking of, I know he can be anything but Caster, but how would he qualify for Lancer? I'm curious.

No Berserker Herk can do it as well(looks at Grand Order....) how it is never said but what was made apparent that in FGO Herk isn't fully under ME or at least it seems he can still possess some reason. Which admitibly if looking in the UBW anime he did as well when he was first summoned. So yeah it's vague on that.

As for the Lancer bit, while I don't remember him using any lances in his myths so I don't know. Maybe it's just because of Nine Lives, same as Saber
