But there's no tacit acknowledgement of a fan translation. They know one exists but you're going to be in for a surprise if you think a foreign company knows where to find everything in another language.

Eh? I know TM isn't some entertainment industry giant, but there's no way they're handling all these IP's with just ten guys. Hell, just the staff we know about number almost that many. I think a ballpark of around 50-60 is closer to the mark, half that at minimum.
And if they actually wanted to pursue copyright infringement claims, it's not like they'd have to try all that hard. All the music, LP's and videos on YouTube, for one; they could be taken down if someone from TM's legal department so much as sneezes in that general direction. Taking down the unofficial patches themselves would probably be harder and not worth the effort in the long run, but they haven't put ANY effort in that direction, at least not yet.
I mean sure, maybe tacit agreement is a summer dream on my part, but at the very least they appear to regard the whole thing with typical stony 'ignore gaijin' indifference.

Well TM is mostly just do the creative stuff, you have the various anime studios and DW to handle the mechanical part of it. Still not much, but makes sense since TM was originally a doujin circle

A recent bio for Nasu and Takeuchi confirmed that if you actually count the named people that aren't freelancers in association with the circle and legit employees, it's like a dozen guys past the other writers and artists of the circle.
And I don't think "all their work" is the sort of stuff you're thinking considering heavy lifting is done by, you know, the production and development companies that projects like FGO or Extella run through.
