And thus inadvertently breaking into the topic, I'd say you CAN watch Babylonia without having played the game, same as anything else, but with the understanding that you will be missing some key pieces of the experience (which and how many depends on how much you actually know about the game, because I doubt anyone who has the misfortune to like Fate and/or TM in general is completely innocent of the whole thing). That's all there is to it.

I assume they'll at least skim over important bits from the previous singularities first. I don't think you absolutely need to play through the entire part 1 to get enjoyment from this, but you won't get as much.
What would be a problem is if they actually are doing this before Camelot, which doesn't make sense.

Yes, they are going to play the prologue and HF 1 before the fate project. They are even going to play the film in different television stations in January before the second film.
