Touko may be evil, but she is sane. As for Araya, no matter how mentally unstable he may have been, it didn't make him stupid and/or crazy, unlike Alba, who played with Touko's disembodied head and developed a twisted obsession with her.
He was simply upset that Kokutou stole his fizzy lifting drinks that's all:

Why would Touko be evil? Trying to kill your sister once is a crime, but it's hardly enough to qualify you as evil in my book. Otherwise, everyone in the world with a sibling would count.
