I thought Rider was personally a fine Servant. Pegasus has pretty good MR to where it can stand up to an Excaliblast, she's pretty fast, has the chains, Blood Fort Andromeda doesn't suck, and her Breaker Gorgon when released could be a game changer. Admittedly, others might be stronger, but still, I don't think she sucks...

Medusa is a strong Servant, her mystic eyes with it's unique and powerful effect ensures that. She just appears suckish becomes pretty clear for anyone who see HF, Shinji.

If the 2nd Movie end in the first forest fight, she does nothing for the entire movie.
What I mean is, she doesn't even get a lot of focus in the route where her Master is the main character, that says something.

Hey, she goes head to head with Saber Alter and doesn't get insta-rekt, for a full ten minutes. Nobody else did that, not even Herc came close to that.

I should respond differently. I'm not even talking about power level here, I'm talking about focus.
Even in that scene where she shows her best feat, it mostly about Shirou monologue waiting for an opening for the finishing blow more than the fight itself. Compare to, the scene where Shirou first time seen Excalibur or UBW, he talk about the respective Servants during those.
She hardly materialize when they move to Emiya mansion, when she did, they talk about Sakura.
But to be fair, that stuff will not be apparent in animated format, and they definitely make the fight much more appealing.

Rider is the Servant to either the most despised guy in the franchise or the most divisive of all three main heroines. It's a miracle she is as beloved as she already is, at least she gets more respect than Sakura herself.
She's sexy and her clothes show it, doesn't matter how boring she is, she's going to have fans.
That never saved Boudica, though. Or Celenike. Or Kiara...

I wonder what the general opinion of Medusa would be if she wasn't FSN's Rider but was introduced later, in Extra or GO or something.
She's boring but in an inoffensive way, I mean it's not like her personality is grating either. The only thing I actively dislike is her outfit.
Boudica still has plenty of followers, even if most people criticize her.
Celenike just didn't appear enough and her clothes aren't that sexy.
Kiara is actually interesting. She's also popular I think, isn't she?
Exposure also matters. Rider is one of the OG Servants, Scathach is a coveted SSR, Lancer Alter—though not nearly as popular as those two—is Artoria + gap moe.
If Boudica appeared more in the story or had a higher rarity version that is strong in gameplay, or if Celenike had, uh, any role in the story, I'm sure they'd be more popular.

The hero who gets an insta-win without even using an NP if you don't pass a specific stat check is definitely in the higher tier of heroes, even if she isn't on the same level as a lot of the others in the War. Ireland's second or third most powerful/famous, Britain's most famous (actually, is Saint George or Arthur more famous here? I have no idea) and one of the most powerful, Greece's most powerful (actually three from Greece, well above the norm), one samurai dude who isn't all that good but is ridiculously minmaxed into his specific niche, and then Top Lad Golden Lad.
I don't know about most divisive. Unless you're the sort of loser who drills holes in their figurines and burns your DVD collection when you figure out your waifu or their VA isn't a virgin (yes, this has happened, and yes, it is as hilarious as it sounds), there isn't really enough to her to hate, or even dislike, and the people who like her do for their own reasons.
Like, I came to like Fate because badass butt-kicking waifus. The stay-at-home-and-cook waifu does nothing for me, she just falls behind basically everybody else in the series, and since I don't really dislike any of the other characters, she falls on the neutral line.

Her boringness is offensive because she's an OG, makes it stand out way more.
I recon that if she came out with GO she'd be about as popular as Boudica or Lancer Alter. There are probably better comparisons but I'm just looking at my previous examples because it's easy.
Edit: Actually now that I think about it, I think that's already how popular she is. Magikewl is right, things wouldn't change much.

Yes, but Boudicca's design is trash, and has neither class, nor grace, nor even real sexiness. It looks like it came out of one of those mass-produced generic heroine gets raped by orcs in a dungeon fap-then-uninstall "game".
