Arturia is in that weird tier where she’s high tier but doesn’t stomp weaker people than her and can get beaten up by them, while also being able to punch above her weight class.
So basically a protagonist servant.
Instinct is basically protag skill too, so...
I think it's more people just outright underestimate a lot of Servants and don't take personality and context into account.
Plus Nasu gives people weird handicaps sometimes while having good abilities, or having things sealed off for arbitrary reasons.

A-Rank also allowed her to somehow avoid Tsubame Gaeshi the fist time. In any case, the inconsistency matches a typical protag's chances.
Instinct A, still couldn’t see Deermud burying his weapon in the ground.
Instinct A, still got caught off guard by the shadow.
Instinct A, still leisurely got Kuzuki’d whose ability is literally to surprise you with weird squiggly arms.
Instinct A allowed her to survive Kuzuki's blows in the first place. Again, it's protagonist luck, which fluctuates based on the plot.
