Most of what you're giving as examples are either Beasts/Divinities/People on that level. They're hardly Servants unless summoned by Chaldea or others.

Gil is the strongest Servant because Nasu directly said he's the strongest Servant and nothing we've seen contradicts that. If anything, he keeps getting MORE wank as the years go by, in Strange Fake, in FGO, in Extella and ExLink... What could possibly have induced you to think this is a misconception?
On a meta level: Gil is The Golden Boy (sorry Kintoki, you came too late). People love him. Type Moon will continue powering him up for no other reason than people love to read about overpowered pieces of shit and he's the best they have.

I thought some servants stand a fair and better chances against gilgamesh at his current showings (without counting CCC where he and The Extra servants were amped, Of course), But in a meta sense, nasu will keep powering up gil whenever he can and want, so i decided to withdraw from it.
