He's Sion's Rider-class Servant, he's pretty alright so far, and possibly maybe (i dunno) a certain Vernian character, so yeah, dump fanart here I guess!

It's just a little boy, doesn't even look like Saber.

None of the other Phantom fusions had their appearance altered though, maybe Nemo just is a little boy.

He was my second thought because of the turban, but Nemo seems more obvious at the moment since he wants to be called nobody, and the titles Sion uses are Captain and Prince.
Don't think we've seen it yet.
Technically I don't think we even know for sure he's a Rider, but I'm sure he is.
