Smol Reines meeting Waver is from the prologue of the second case that's not been adapted, so they must likely pushed the flashback onto an anime original episode
Melvin is introduced on Rail Zeppelin Case but they may introduce him sooner on the anime original episodes, who knows
Also, haven't seen anywhere that they announce how many episodes will it be

It wouldn't be weird if they introduce Waver's best friend on the daily life episodes to show he has a bigger role on the Train Case later on on the series, but that's my guess
I know we've heard him before in UBW and Apocrypha, but still, I have to say that I really like that Namikawa Daisuke is voicing grownup Waver. That guy just has a cool voice.
