The anime makes it look like the Clock Tower was super aware of HGW of Fuyuki and yet there's Angra and his rebirth could potentially destroy the world along with Gilgamesh in UBW and they leave it to Shirou who has no idea what he's doing and Rin, who's clearly outmatched against fucking Heroic Spirits and the embodiment of all the worlds evil? Cool
I mean, the whole shenanigans is the Einzbern's fault and they certainly didn't seem to know things would go that way. Both their agents died early so no one's reporting the things happening to them and they probably didn't even know who Shirou even was until it ended.

If he's a dog, then belongs in a doghouse, preferably tied to a sturdy chain with lots of room for excercise. If he wants to be treated as a human, then he needs to act like one in spite of his issues.

Look at it from the Clocktower's perspective. You have this magic ritual on the other side of the world that has apparently failed four times in a row, the most recent which caused widespread death and destruction in the city. It looks like the three families are just incompetent so they need to send someone from the Association to babysit them but otherwise it's not a huge deal. They don't know about Angra Mainyu, Gilgamesh etc.
