Well prisma is explicitly the 'it follows it's own rules, so don't think aout it' work, and lore still comes from nasu in SF.
But as far as story and character goes he did say he let the respective writer do what they want.

They are legit onis. They can and will transform into a more humanoid form if they wanted, especially to fool humans. They can still go with the monstrous form if needed, just look at the oni king in halloween 2018 event and a bunch of onis you fight in the game. The "ki" in kijo is literally the kanji "oni", so this monster girl here is also an oni, aka same kin as Ibaraki and Shuten lol.

That one I think could have a simple enough explanation. If Servants are everywhere and just living with people, then it could be some Roman Servants who lived in Akiba decided to add a bit of familiarity from their old home to the city.
Not just the Coliseum, but also aqueducts with buildings in them. Roma strong in Akihabara
