It is not also the "usual" Arcueid that we know
And it's also not, essentially Crimson Moon in fact
To what I understood Archetype: Earth is a part of the Arcueid Conscience that follows the ideologies and ideas of Crimson Moon, but it's not really him.

A: Moon cell is something that is only in EXTRA, and it does not have anything to do with the Crimson Moon. However, in the world of EXTRA, the "Brain of the Planet" (Archetype Earth's title) who is equivalent to the Crimson Moon should still be living somewhere.

Has there been anything on what might have been the template for True Ancestors in Fate timelines outside of the EXTRA ones?
Presumably that'd still be Crimson Moon, as traditionally Tsuki and Fate were the same timeline until relatively recently in the meta. Considering the deal with Tarantella being Roa, that probably still holds post retcon.

I thought the divergence was around 300 AD according to Case Files, because something happened that prevented the DAAs from becoming DAAs.
Hmmm... not sure if that would make a difference in this case since Roa wasn't officially a DAA to my knowledge. That said, it's just a guess on my part. If my theory is wrong, I don't know what would serve as the model for TAs instead. Maybe humanity itself? You could perhaps justify the bloodsucking impulse as a side-effect for one reason or another, but there's no basis for such a scenario in the material, so it's just a wild guess.
