Its a 40BP Normal physical attack of the mon to itself, so if you're going to use a move that confuses you, low atk and high def helps. Meanwhile, Outrage is physical, so you have to consider that the mon will already be high attack and the confusion will be more dangerous. This is also the point of Swagger: It doubles your attack and confuses you, so you hit yourself harder.
There's a certain baseline at 100 base speed, which a lot of midrange pokemon happen to have. Speed nature on an average speed mon is pretty big deal, since it dictates whether you go first or not against another mon that's not explicitly slow and fast, like with two starters going up against each other.
It's kind of pointless trying to craft the perfect pokemon in the actual game though imo, Showdown's hypermeta is its own world.
