also, on an unrelated note, does phantasm step do much for someone as zippy as Arya? It was my understanding that phantasm step was a way for slower people to jury rig dodges for super moves who couldn’t naturally be expected to dive out of the way of ziodyne or whatever, but Arya should be more or less that fast naturally, right?
I thought it was like adding speed to your character.
So rather than making everyone who used it have 60 AGI, it's more like a +50 AGI for example.

She doesn't need it to flash-step, KT just doubled down on being the fastest.
How fast your Phantasm Step is is also dependent on how fast you naturally are, in broad terms, it's like doubling your AGI for a moment rather than automatically bringing everyone to the same speed (like say, S.)
But it's also not just flash-stepping, you can use it to jump again/redirect yourself in the air, etc.
Of course, going stupid fast has it's own problems if your SEN isnt up to par, but that's neither here nor there

Did he dump sense and that’s why his first speed blitz attempt ended with him thunking off a wall?
Not gonna say whether or not he dumped it, but if she hadn't cast tetrakarn beforehand (she's there as a guard, and has been implying someone else had been attacking her) the maid would have gotten stabbed. As the narration says, in some ways she just got lucky.
As far as clunking off the wall though...
There is a point in going silly fast where you physically cant process it correctly anymore and need to use your spiritual senses (or some sort of perception spell) instead to properly know what's going on, so it could open holes in your guard if an opponent has some method of reading your movements.
