I believe it’s a version of the third war, but the author was quite adamant that nobody should try to connect it to any other works.

Is Keikenti original take on the 3HGW, completely unrelated to any other works. By what he teased, he was trying to go for a full sengoku servants line-up, but it doesn't seem he has written much about it lately on Koha-Ace.
The only confirm servants of that war are Hideyoshi, Nagao Kagetora and Spoiler
We still don't know when 3rd HGW happened. Only we know it's around WWII.
In Koha Ace, Imperial Capital Holy Grail Strange Story Memoirs take place 1943, then 2 years later - Imperial Capital Holy Grail Strange Story (20 year of Showa is 1945! it's not in middle!).
It is not related to the world of F/SN, because war is not in Fuyuki and rule "only western heroes" is broken.

I'm not very familiar with the backstory of this series but I'm really liking the art a lot. Looking forward to another chapter. Do I only need to be caught up on FGO to understand all the small details?

If anything, being caught up with F/GO would make it more confusing since the role of Nobu and Okita there is closer to the original Koha/Ace gag comics. If Redline is Fate/Stay Night, Koha/Ace and the FGO events would be Carnival Phantasm.
