Who knows? Though that is a rather roundabout way of doing it.
You never know, could be a subconscious thing. Like she feels guilty that she's attracted to Sakura's man (it does seem like that scene's meant to be post-HF, maybe), so she's subconsciously scolding herself through dream-Sakura even though she didn't really intend to.

It can't really be post-HF, because she was trying to reinforce a relationship between Shirou/Sakura. But after HF their relationship, even after a couple years, doesn't seem in real need of reinforcement at that juncture.
But yes, well she could be feeling guilty about that. They are similar, so it is not surprising they would fall for the same guy (it's not 100% of course, but it could happen). After HF though, I don't think it will be an issue.
