I'm not, I just thought the idea of Sakura being "captured" by Extra Rider was hot. Not as a Monarch, mind, just a normal girl. The two ideas aren't exactly mutually exclusive, and neither of them is going to get written anyway, so it doesn't matter.

Innocent maiden with a dark secret, hoping and praying that she does not grow into a monster meets a true monster who after seeing the maiden's fears tries to gently coax her into not giving up like she did all those years ago even as the maiden slowly falls into her darkness. At the end, the regretful monster is joined by a young monster, one that she needs to protect and nurture until the end of time.

I thought Rider's intention was to not turn Sakura into a monster. Something like that would be more the preserve of a Darkened Rider, IMO.
